Welcome to Matthew's Volvo Site.
This is one that I haven't come across on a 740 but I did read of a Ford that was suffering the same symptoms. It turned out that the alternator was failing, resulting in a loss of power to accessories.
If you have a voltmeter you can check the alternator quite easily. With the engine idling you should get a reading of between 13.8 and 15 volts. If the reading dips to 12.8 to 13 volts, your alternator may be malfunctioning.

my 95 960 does this and i was told to check for vacuum leaks in the climate control system, and the vacuum check valves. check to see if the car holds vacuum when accelerating the engine, as well as after the engine is shut off. this might only pertain to the 95 960 because everything got so complicated in 95. ??

Vacuum leaks are a problem on all cars using that system. However, I was looking more at the fan slowing down, which is most likely an electrical problem.
