No headlights(hi or lo) and no IP cluster lights?

My S40 headlights and dash panel lights do not work. Checked fuses(good) and checked for 12Vdc at both sides of the fuses(good). Replaced the headlight control switch thinking this would solve the problem because the knob was broken off. Brand new switch assembly and still no lights. The high beams come "ON" when I pull the multi-function switch arm back to the "Flash to Pass" position so I at least know the high beam lamps and assosiated wiring are all good, but they don't work in the normal mode. Where should I check next?
