What is this?

I should add that the IC chip and board were covered with clear RTV- I'm assuming that the previous owner broke it and didn't want to fix it.

He probably was afraid the exposed DIP chip would get wet and cause a short...BUT!!!...No electrical connection, no short...He should have put the RYV on the swinging connector, that is the part that could cause trouble...
