Siphon Gas From Tank?

I have a strange one for which perhaps somebody has some insight. I have an XC70, 2004. It is supposed to go in for the fuel pump recall check. However, they advised that if the car has more than 1/4 tank of gas, it cannot be checked/repaired. No problem (I thought); I planned to simply use a transfer pump and take the tank down to the desired level. I've tried three separate times and failed to draw fuel from the tank. The transfer pump otherwise works fine (I tested it.) Is there some kind of screen or other blockage (baffles, etc) at the base of the filler neck that would impede the insertion of a hose into the fuel within the tank? Getting the tank to 1/4 or less and keeping it there long enough to coincide with a service appointment is quite limiting. Any info would be appreciated.

when I took mine in for the recall they preferred a 1/4 tank, but less than 1/2 would suffice.

Reschedule the appointment for the following week, and if you need to put gas just put $10 worth at a time, to try to keep it under the 1/2 limit.
