Key in ignition turns 360 degrees, car won't start

When I attempted to start my car this morning I put the key in the ignition and it turns 360 degrees but never "catches" so the car won't start. I was told it could possibly be the tumbler but they have to be special ordered from Volvo. Does this sound accurate? If so, has anybody replaced one and are they difficult to do?

I'm guessing that I have to go to a dealership to buy the replacement parts? Also, I was looking at how to remove the steering wheel and came across this http://www.woodjoiner.com/volvo/VolvoEvapReplace.pdf but I am unable to unlock the steering wheel because I can't turn the key to unlock it. Any idea how I would get around that?

You will need to remove the collar around the steering column and the turn signal and wiper stalks. In case you missed it here is another link:
