i got a 97 850 non-turbo that when u put it on a scanner it puts out p0243 or p0245 turbo wastegtate solenoid a code

has anyone ever seen this

You need to do some more investigating. As has been said, that code WILL NOT show up on a non-turbo ECU.

Pull out your ECU and see what numbers are hiding on it. Then match it up to the ones on this list and see what you're dealing with.

In addition, since the engine was replaced, look at the engine TYPE on the timing belt cover. This is from an S40, but yours will be almost identical. That engine CODE will tell you what engine is in there. (Here a 4-cyl 1.9L turbo).
