Programming a used remote for a 2001 XC70

Programming a used remote for a 2001 XC70

I bought a used '01 XC70 1 month ago and it did not come with a remote. I have found several online (with the matching part number), but my local dealer told me that a used remote cannot be reprogrammed. Is this true? If not, how can I reprogram the remote to my car? Thanks.

I don't know anyone who can program these other than the dealer.
