85 740GLE - No Start

My 85 740GLE will not start. The fuel pump relay doesn't close. When I turn the key to the start position there is 12 volts on both sides of the relay soleniod. One side of the soleniod is connected to the 12 volt supply the other goes to pin 17 of the ECU. This leads me to believe there should be a ground or, actually, a digital low on pin 17. There is not. The ECU is a rebuilt; my old one produces the same condition.

I have also changed the Ignition control module, albeit a cheap one I got on Ebay. Still, I can put my old one back in and get the same condition.
