Had this happen recently on my 2000 V70.
I'm quite sure it's a faulty immobilizer antenna. Have you checked for any codes? 1670 is a faulty immobilizer antenna.
Check out this: http://www.volvoforums.org.uk/showthrea ... ht=antenna
I think it's this part number for your vehicle: 9442961 I think this link will give you more idea about how to get it:

If it is this, it is a very simply 5 minute fix.

Good luck.

I had a problem much like this on my wife's '99' V70XC, look to see if the blue ground cable under the battery tray is broken away from the lug where it attatches to the trans case (I think if I remember correctly). If this is the case, remove the holddown clamps to give yourself some slack in the cable, strip it back half an inch or so to get clean wire and crimp another copper lug from the auto parts store on it. I ended up changing the starter 3 times back and forth before I happened to see the broken cable (I felt pretty stupid once I saw the simple fix). Hope this is it. You will have to do some twisting to get to it, it is kind of hidden down there.
