V40 cold start problem

I have a 2001 V40 that won't start after sitting for a prolonged period of time (about 8 hours). It cranks fine, but won't turn over and seems like it isn't getting any gas. If I depress the accelerator and hold it when starting, it will start, but will stop running unless I keep the accelerator depressed for a minute or two. It starts fine when it is warm.
There are 2 codes 28:front heated O2 sensor (been there for a while and don't think it is related) and 44:misfire emission level faulty signal.
Have had replaced: coil, plugs, wires, fuel filter, and some one way valve near the throttle . Any ideas?
Is this the fuel pressure regulator??

Did you ever solve this problem? We have a very similar issue also with a 2001 V-40. Likewise, have replaced coils and wires and now suspect the fuel regulator.
