It certainly could be frozen but that car has the lock motor integrated into the latch and it is possible that some water from a snow melt and refreeze could enter it. The snow melt and freeze can make little dams and diversions that defeat the features to stop it.
The best way to fix that is to have it in a warm garage. Chemicals may not reach it and other applied heat may not too effective either.
I suppose the car idling with heat on full hot high fan and a tarp or blanket draped on outside of that door to give shield from outside cold temp may do it.

I had the same problem. You have to have a kung fu grip to tug at the lock knob manually.

Take off the door panel and spray the works with WD-40

How do I take off the door panel? I live in Boston MA and it has been very cold and snowy. I am thinking it could be frozen. Could I spray WD 40 on the button to see it pops up?

No, the works are by where the door latches the body. Try spraying it inside there.
