what do you do when you dont have the code to turn the radio on?

Call Superior Volvo and ask for the parts department, they will look it up for you based on your VIN number.

If the radio has been changed at some point and is not original to the car you may actually need to get all of the numbers off of the radio and they can look up the code that way.

A lot of the time the code may have been written on the radio if it has ever been retrieved for service use. You may pull radio out enough to see if the 4 digit code has been hand written on the label.
I don't think the most desparate junky needing a fix steals factory radios out of 12- 16 year old cars so it is safe to write it on radio.
