Front Struts Making Noise

I recently replaced the front struts on my car. Everything was good for a while then I started hearing a clunking noise when you hit a bump. I removed the covers that expose the top nut on the struts and checked for tightness. Both of the top nuts on the struts were tight but on the right hand side sturt you can turn the shaft from the strut freely with an allen wrench is this normal or is there a problem withthe strut? The shaft on the leth side strut does not turn.
