Springs can go bad but it is rare and I haven't known it to be a problem on Volvos.
Gas struts and shocks often will raise a car a bit due to the gas pressure giving a 30 to 75 pound force.
The lift from the new shocks will settle over time but it may not be very quick about it.
How much higher is it?
