wipers and washer

I can't get my wipers or washer to shut off and work right.

I have a 1993 850 glt and the washer and wipers won't shut off so i pulled the fuse to stop it.And also my chech engine light came on and i noticed that the 3inch hose on the air filter was full off hole. and the car was running rough.I replaced the hose and car runs great again but the light is still on.i disconnected the battery but its still on?My biggest concern is the wiper and washer.Could it be the relay??
