I see Volvowholesaleparts is offering K&N as an accessory not sure if its factory or something they offer. The part numbers look suspiciously similar to K&N P/N. I wonder how they feel about warranty coverage as their applications cover new models also?

You are going to screw this jewel up big time.
Listen to what was said here.
I had a 98 LPT years ago that I flashed (ECU)
You gain about 40 lbs of torque and about 35 hp without doing anything else and you go from a "lazy off the line nothing" to a decent torque monster that is VERY nice to drive on the street.
If you really want to spend $700-$900, you can add a downpipe for another 12-14hp gain!
Yes, it pukes out at about 5000 RPM, so what? It's so much more fun for general street driving it really doesn't matter
....and be VERY careful with your front struts
Go with ADJUSTABLE Koni Sport yellows, that way you can adjust your front stiffness the way you like it.
Since there is nothing available for the rear, this way you can balance it out to your liking and change it whenever you want to and of course, IPD bars!
Don't forget a strut tower brace
The ONLY way you will get significantly more stopping power with better feel is to add Porsche BBK front brakes.
You then need to have 17" wheels to clear the calipers, it all starts to become very expensive!
If you decide you want to spend ultra bucks, talk with "lookforJoe" over on either Swedespeed.com or XC70.com.
He has the most radical XC around, a 6 speed manual, but it's a 98 and he can do things we can't with 99s and 2000s,
(Engine and ECU programming)
Oh and I forgot to mention, you still have some work to get it back to stage 0 before you start thinking about modding.
Have you changed ALL fluids, (probable) brake lines, hoses, failed mounts, etc?

Mod note. Jim passed away in early 2022, his contributions to this forum are immortal, and he is missed. RIP

Yes I've done the following:
1) ALL fluids
2) spark plugs
3) engine oil synthetic
3) Trans flush/ Mobile 1 synthetic fill
4) ALL motor mounts
5) Power brake flush
Waiting of 2 more turbo lines to do coolant flush. Bought all new rubber hoses and new t-stat. OE Water pump kit sitting on the shelf in the garage waiting for timing belt.
Replaced swaybars with IPD.
S60r manifold waiting on Cj Yother to tell me when it comes in
Agreed I'm looking to get a stage 1 reflash and downpipe then go from there.
But not before doing timing belt,water-pump, serpentine belt and silicone intercooler hoses.
OE strut bar, V70r dual exhaust on order as well as rear roof spoiler.
Front shocks still wasn't decided. I see you can do bilstein sport 20% stiffer or bilstein touring 10% stiffer or OEM Boge. So why not Koni FSD that does the valving for you? I like the Adjustable Koni's but don't really want to take the time to try out and write down different setting based upon road condition then adjust. I live in the suburb and have varying road condition from smooth, to broken road to canyons its to wide of a variance. But agreed I love the Koni adjustable's on the soft setting they are really plush.
I've already done stainless door sills new rubber mats and rear security roller. Not looking to do much more that right now I still have a restoration project I'm trying to finish and the V70 has syphoned some funds from that.
