Got the thing running. I got tired of looking at the '99' in my driveway 3 weeks ago and took it to the Volvo dealership. It gave no fault codes and didn't lead the mechanic to anything right away. He ended up keeping it (and charging me) for 3 hours of diagnostic time and got it running. He ended up trying new plugs and took 5 new coils out of stock and installed them and voila.... it ran! They wanted another $300 or so for parts and $380 for labor (which didn't make sense since they already had the parts installed) so I paid them for the diagnostic and picked it up. I ordered the HD coils and plugs from IPD and installed them. It runs really smooth. Now I just need to do a motor mount and brakes (in addition to some suspension work this summer) and it'll be on the road safely. The timing was on and the compression is less than perfect, but it is now running. I guess that if all else fails and no fault codes are being shown, go back to the old days and start with something cheap, plugs. I have a feeling that since the plugs were fouled, this may have started the whole thing. Thanks.
