I got one for like $15 from FCP Groton; I just changed to Virginia plates and needed to add one to the front. They'll have it shipped out the same day, and mine got here within 2.

There's a brass threaded insert at the far end of the fastener that compress's the rubber.
Drill the holes, insert the well nuts, attach the bracket and snug'em down.
I know this is an ooold post, but for the record I wanted to share a lil info to help future generations,
BEJinFbk's recommendation worked perfectly, except I grabbed the wrong size hardware the first time I tried.

In my case, on a '98 V70, the original mount and hardware was long gone, and there were no traces of a threaded nut or anything left in the bumper - just two holes. Ordered the mount from FCP euro, then went to hardware store to find the "well nuts"/"expansion nuts". Lowes had them in the specialty hardware drawers.
I found well nuts that accept a #10-24 screw to be the perfect diameter, and picked up #10-24x3/4" stainless steel pan head machine screws to go with them. Worked perfectly.

New owner of a 98 Volvo V70R, be patient with me, eh? I'm learning.

There's an even simpler and more secure way. Use high grade double sided tape. The kind approved for mounting stuff to walls. Much cleaner look and less work too.

US plates are a bit different. Volvo provides a bracket to retain the
taller ones that we have here. The well nuts are for attaching the frame,
not the license plate.

I know yours are smaller but slightly taller. I don't see that making adhesive not work though. As long as the plate is pliable enough to follow the contours of the car.
