I wonder if the connections inside the relay fused together or something (or worse, shorted out from water leaking over the relay panel?). I would have thought it'd be the wiper stalk.
Under the drivers side foot panel, there is a relay box. The wiper relay is 3rd from the left side of the car on the top row of relays.

+1 - Sounds like a fused/inop wiper relay .jblackburn wrote:I wonder if the connections inside the relay fused together or something (or worse, shorted out from water leaking over the relay panel?). I would have thought it'd be the wiper stalk.

This is a very good opportunity to upgrade to a "99"
style variable interval wiper relay. Simple Plug and play.

And the variable intermittent relay is one of THE BEST simple upgrades you can make to your car. Intermittent wipers that can't be adjusted are seriously annoying.

Ok have replaced relay with Volvo part but no change!!! Wipers and washers on all the time.. Got fed up and pulled the relay out ( I did turn off all power before hand ) and I've got wipers on slow and fast setting still!? Is this possible with out the relay being in??? Any other ideas as to why I can't turn them off??
