headlight failure 99 S80

Dipped beam failure indicator came on.
Rerouted the wiring to utilize high beam headlights.
Now all lights, including the controller for the headlights do not function.
Lights on dashboard and radio are so dim, they can't be read.
Where is the controller for the headlights.
All fuses have been checked and are OK.

The CEM is the controller for headlamps and the low beams pass through shunts that are the method used for lamp out detection.
Not a user friendly system without computer tools to monitor things in the CEM.
