Brake Problems!

I have a 1991 Volvo 740 GLE (N/A). My front brakes are sticking. The conditions that it happens in are:
1. Under any de-acceleration.
2. Use of the brakes.
Also whenever they stick I have to smack the brake pedal hard to release them. After I release the brake pedal it comes up slowly and makes a popping sound.
And I'm not to sure if this related but I have a vaccuum leak I can hear, it almost dies out, idle fluctuates when I press the brake, and I have a code of 2-3-2 ( adaptive fuel trim to lean or rich at idle). I don't have the money to take it to the shop and I can't afford to buy a part and have it not be it. So any and all help I can get toward a proper diagnosis is definitely appreciated.

My only thought is either bad brake vacuum booster

brake booster. Confirm by removing vacuum line and plugging the line and then drive it carefully and not in traffic since the pedal will be HARD to depress with no booster.

You can use a golf tee to plug vacuum lines.
