91 240 Headlight problems

I just bought a 91 240 and this is my first volvo so I'm still on a learning curve. My problem is I have high beams but no regular lights or parking lights. When I turn the lights on the high beams come on and stay on. I have checked the relay, it does have power and when I take it out I can manually move the pin but when I put it back it doesn't work. The stalk on the steering column feels kinda stuck, like I'm used to it clicking when switching from low to high beams and it doesn't.

And I don't know if this is connected but I am replacing the circuit boards on the tail lights so as of right now I only have the rear window break light.
