I hope they made the owner watch as they did this.
Glasgow Police also seize cars, usually if they are used for crime. They have a different way of rubbing the wrongdoers' noses in the dirt:

Should be the penalty for driving 15MPH below speed limit while distracted by cell phone or other distractions. Maybe leave you in the car for that on second offense.
