We have three 850's in the family and one 99 S80 T6.
How does/did the 1997 960 compare in terms of fuel economy and common problems to look for when looking at used vehicles?
Did/does 1997 960 have many problems?

MPG is worse than 850.
not many problems areas except the rear position bushings on front lower controls arms are a 25K-50K item depending on the conditions of roads you use.
The radiators have a life span like those of other plastic end tank radiators.
The recirculation and floor/defrost vacuum servos have issues as they are a suction to extend type where vacuum is applied to front of diaphragm and the rod must be sealed, rode seals fail. Maybe a lot longer life in the colder north.
A very sturdy vehicle that drives well and gives good service. Volvo techs like them for personal cars.
