Check brake light message no brake lights but running lights

I am getting the check brake light message. my brake light are not working though all other light in the cluster are. Turn signal works, running lights work, backup lights work. The high brake light lites up when I push the brake pedal.
I have changed everylight bulb and all the fuses.
Any Ideas.

Check the brake sensors under the brake pedal, it may be out
