I was hoping someone may have an answer to my query. I have a 1999 v40t, made in 3/1999, which my son has kindly lost all the keys to. One dealer has told me I will need to take the car to him to have a key cut and coded. A locksmith, however, has told me that if I get the key code from a Volvo dealer, he can cut a key because that model did not come with a transponder!
My research online has not been very fruitful.
Any advice about this would be much appreciated!

Your dealer is right. You can cut the keys but then you will have to insert the "chip".
I have V40 '97 and also got the transponder- the cheapest way for me was to cut the key (special one with room for chip) at locksith and then I had one privat specialist who copied my existing key in new chip.. but I had at least one key and it was possible to copy. He told me I'm lucky, cose V40 from 98 or 99 (dont remember) have new type of chip which cost lot more.
For me total cost was around 30 GBP (key, chip+copy), but this wont be your bill, yours will be $$$.
