Can you read any other module on the serial network? That network is the pwr seat, ECC, SRS, VGLA, and Immobilizer.
If one of those guys is babbling on the network it will stop you from reaching any of the modules.
The serial network IS NOT the CAN network that connects CDM, ABS, TCM, ETM, and ECM. CAN is connectedto SRS also but the SRS connection is for engine shutdown comand post deployment of bags.

The tool I have reads engine, ABS, transmission and airbags codes. It supports CAN, but not those other specialized functions (definitely not the seats, immobilizer, etc.). I'm not sure which network the device pulls the SRS codes from.

Too bad it's not a '98. I already have FCR and a VAG cable. I'd be done already.

Hmmmm.... it might be time to buy a DiCE clone since they are about $200 shipped now. It's only money. :)

Just to close the loop.... it's fixed. The SRS module was bad. I found one on eBay for $25 (included shipping!). I installed it, put the key in the #2 position and reconnected the battery. The light went out within about 5 seconds.

I was also able to determine that the MaxiDiag US703 that I have can read/reset all 4 systems (engine, TCM, ABS, and SRS) that it is supposed to. You just need to have the Volvo.zip files copied into the flash. Not a bad tool for something that costs less than $150.

Thanks for the input guys.

Thanks for this information. Extremely helpful. I just bought a 1999 S70 GLT for my son.

We were cleaning and pulled the seats, carpets and center console out of the car but didn't disconnect the battery. Yeah, I know....DUMB! To top it off, my teenage son decided to turn the key on and listen to the radio. So, I ended up with the SRS light on.

I went to the local Volvo dealer so they could turn off the SRS light (I had a coupon for 1 hour free diagnostic work.) I told him what I did but he said that wouldn't cause the SRS light to go on! After exactly 60 minutes they returned to tell me the SRS module didn't communicate and they would have to trace all the wires and charge $100 per hour to do so. I reminded them again about my screw up but they didn't listen. Their only response was "leave it with us, and it will take a day or two to figure out."

Perplexed and a little pissed off, I returned to this forum and found this post. There was no way I was going to go back to the dealer to have them rip me off.

Sure enough, I got a used module from the local junkyard for $35 and replaced it (using the correct removal and reset procedures.) Now I'm good-to-go! Thank you so much.
