What happened a few nights ago during the downtime was MVS was switched to run through a huge fast "content delivery network" called Cloudflare. Load times of pages have decreased, some dramatically. The problems with bolds, etc. and smilies is a result of that. Some javascript isn't loading or isn't loading in the right order.
I have my system administrator working on it. Updates to follow.
You can still type them out. Hover your cursor over the buttons to see what to type around the word(s) you want to bold, Img, URL, etc.
