Before you change the cap and rotor, see if there is spark coming out of the coil like RDEJR suggests. I assumed you checked that but sounds like maybe not.
I do know for sure about the starter not engaging as a means to keep the car from starting. I was just trying to get a solid answer on the ignition and whether or not it plays a part in the alarm system.

I forgot to mention that I have been checking for spark with an inductive timing light on the primary lead as well as on individual plug wires. I haven't done an ohm-check on any of the sensors yet; simple enough just need to get the specs for everything.

oops - yes it is very clear on your post you asked does the alarm system ALSO inhibit ignition. I overlooked that. So yeah, I don't think so but can not say for sure.

Well, at least if there is no spark in the primary coil wire then you know the cap and rotor aren't to blame. If the cam sensor isn't the problem then consider the ECU. The way the cam and crank sensors work is that their signals are interpreted by the ECU, which is the gateway for telling the coil to spark.

I guess I need to find out which ECUs are common to my fiance's Volvo (1996 850 Turbo). I wonder how much they cost at the pick 'n' pull?

+1. Do tell how you got it started, no matter how stupid it may make you look.
