2001 s40 timing and compression

My question is if the timing is off, will it make a difference in the compression readings on the individual cylinders?

Depends on how much "off" -- if just enough to bend the valves on some, then the answer is 'Yes'
Example of Precision: Measure with a Micrometer, mark it with Chalk, and then cut it with an Axe.
Disclaimer: We (very) seldom do that

Again Regent thank you for your comments basically what am trying to do is to fine out if I should spend any more money on this car. Volvo wants $45.00 for a new timing cover . The cars in good shape the timing belt looks as it has been replaced before the car has about 148,000 miles on it . As I said in my other post the car runs as long as you have your foot on the gas pedal and runs quite well but will not idle. Personally I think it's the timing. I'm a shade tree Mechanic that likes to work on old American cars. This cars my daughter's again think you for all the input

Poor idling may be due to a vacuum leak or ICM. I do not know of any timing reference marks other than those on the cover; maybe someone will chime in with a workaround?
