Volvo won't crank, won't start with jump, '89 240

I have a 89 240 dl station wagon, thing ran great until last night. It won't crank, won't start with a jump. I have tried starting it in park, neutral. Is it possible the ignition is stuck? What else should I check before getting it towed? Any help or comments would be greatly appreciated.

When you jump it, does it turn over? If it does, check for spark and fuel
Example of Precision: Measure with a Micrometer, mark it with Chalk, and then cut it with an Axe.

I thought I had this fixed, after I replaced the fuse, but now the problem returns. It won't turnover even with a jump what else could this be?

Does the same fuse keep burning out; con you ID which fuse?
If it is not the fuse, can you verify that your starter solenoid is getting power?

Thanks for responding Regent. The fuse does hasn't burnt out yet the first time I changed it but that was because it had some signs of corrosion, not because it was blown. I am new to being my own mechanic other than routine maintenance. Could I ask how I would verify that the starter solenoid is getting power please?
