To me it's ALWAYS down
It takes soooooooooooooooooooooooooooo long for each page to load, it's just not worth even going there.
Bottom line......who cares?
If the owners wanted people to actually go there, they would get a new server or whatever is needed to make it work like any/every other site

They are slow. I think it's all the lugage they have on the edges. I actually use 2 tabs to use the site. Clicking on one while the other one loads. This site use to have issues but they seem to have been taken care of.

Seems to be up now and running about as fast as this forum.
I find it sad, however, that so few webmasters care about the loading speeds of their sites. They must not realise that people are very likely to leave a site like that almost immediately. Site's loading speed actually affects the site's position in Google also.
So I guess what I'm trying to say is that slow sites make less money and people get annoyed. I know I did
