2003 v40 windshield wipers problem

Hi
Just purchased an 03 V40
The wipers stop at any position once you turn them off, but they dont go back to the bottom of the windshield
What could be causing that?
The rear wiper works only when you pull the lever for water.. Is that normal?
Ive read it could be the CEM...
Everything else is working normal.
