99 V70 GLT - Blows the Ignition/Starter Fuse

HI,
Newbie here so apologise for eventual errors but I'm looking for help..... 1999 V70 GLT blows the 15A fuse #1 in the main engine compartment labeled Ignition/Starter the moment I try to start the car. I don't even get to crank the engine. My dashboard panel has no lights no odometer showing up no temp clock.. nothing. Brand new battery installed.
Any suggestions ?
