Damper motor replacement

The heating in my S40 has been faulty for some time now, and is basically on all the time. After some investigation, my local dealer has decided that one of the damper motors is faulty, and tells me that the dashboard has to be removed in order to replace it. Looking at other comments on this website and others, I'm not sure if it was necessary or not. Can anyone give me some advice as to how to handle this with the dealer please?
