Found an independent shop in the Hampton Roads, VA area via the "Volvo Mechanics" button on MVS. Barry's Performance Imports (BPI) fixed my e-brake (that TreadQuarters could not) and replaced two engine mounts. BPI gave me a receipt that I took back to TreadQuarters for a partial refund. Found a leak on my power steering rack, BPI topped it off with Lucas to see if it seals. Otherwise, I'll get it replaced at some point.
Quality of work looks pretty good, they even replaced the plastic nut on the wheel well splash guard during mount replacement. Next week I will post a follow-up after I put my 1998 V70 XC on ramps, put a few miles on the mounts, and use the e-brake dozens of times. They list the following makes as their specialties: Saab, Volvo, BMW, Mercedes, and Porsche.
