There is a cream color paste splashed under front passenger side. Is it leaking lubrication of some kind, why splash?

I hope it is just that Robert. Runs beautifully since the EVAP fix, and the radiator replacement.
I have cleaned it since. Took it out for a drive, but did not see the splash return. I will hose it down in the morning.

My vote is that it is out of the CV joint boot. It has a hole or crack in it and leaked it out.
It will leak until the level of the grease is below the hole.

The grease out of our CV is BLACK as TAR.

Yeah. I remember my CV leaking black crud.

Remove the front of the TB cover and have a look: it kinda looks like milky oil from a clogged PCV system to me in a way being flung up by the crankshaft pulley. Though if your oil is that color you may have other problems...

TB, meaning Timing Belt cover.
I had change the oil in april 2012, dipstick looks clean.

Removed the front bolt from the TB cover, now it slides up some 3 inchs. Does is come off completely?

...meanwhile, a second look, visible drop of coolant fluid.

I disagree, the grease i instaled into all 4 of the boots i replaced 2 weeks ago was a tan milky color. the grease that was left over after i had been driving with pin holes in the boots was also a milky color, just lighter because of water getting in there.
replacment of your boots is a easy fix you just need a special tool to close the clamps, you can also replace the hole half shafts. my boots were $15.00 each and i saw new half shafts were around $85 each on line. hope it helps.

I see what appears to be a green drop of antifreeze on the bottom of your timing belt cover.
Check the water pump. (hope not though)
If you took the shoulder bolt out of the timing belt cover. you should be able to pull out and up to get it out. You may have other obstructions to move around, i.e. hoses etc..
