Problem child 850 boost

OK, here we go. I have been working on my wife's "problem child" 1995 850 turbo wagon for about a year now. I have replaced/fixed more than this car should have gotten over the last few months.

Here is my latest problem, boost! I'm sure this has been gone over numerous times in the past but I would alike some incite, this car has only had 3 lbs of boost since we got it. Finally found that the waste gate was misaligned took the hammer to it and bam, fixed! All of a sudden it started to only blow 2 lbs. after checking everything possible from leaks to vacuums nothing found so I unplugged the waste gate vacuum line and BAM booost! I went out and picked up a mbc plugged it in and nothing, same 2-3 lbs and yes its hooked up right.

I took it out and put the vacuum lines back on the factory valve and same thing, 2-3 lbs. If I take the vacuum line off the waste gate its fine. What the hell is going on here??? It will only boost with the vac line off the waste gate actuator.
