1992 940 automatic - no longer shifts out of first gear

1992 940 automatic - no longer shifts out of first gear
We have a 1992 940 automatic volvo that no longer shifts out of first gear. We've checked the fluid and the level and color look right. Other than possibly needing a new transmission, what possible causes are there for this problem?

There is a lower cable on the throttle cable spool on engine that is for transmission. If that cable rusts and sticks pulled out it will cause it to not shift until you get to 30 mph and 6000 rpm engine speed. The cable should be able to be grasped and pulled out and snap back into cable housing when released.
