A bad engine coolant temperature sensor will give you the no start condition you are complaining of. If you replace it, be sure to replace the thermostat as well.

Howdy, Guys! Great conversation. My problem is less troublesome. My V70 '98 GLT Turbo that I got two years ago is good, except it does not start when the weather is cold, under 70 degrees. I found out by watching mechanics that erasing the codes allows it to start right away, no matter the weather. So I bought a little code reader/eraser, and it's been wonderful. I've tried several changes in parts, throwing money at it, but have not found the solution. Next I'm replacing the starter relay, since it began giving me the code for high circuit input for it. Hopefully that may take care of the problem. If not, it's only 29.00 bucks. Any suggestions? I'm definitely checking that ground cable described above. Thank you, Guys!
