rear running lightd not working

I have a 98 760 turbo wagon with 190k miles on it.
The back running lights are not working, not getting any voltage to the wiring there, however the front running lights seem to be working fine There are two fuses for running lights in the panel, #1 and 2 both checked out fine. I have a meter, that is how I know there is no voltage at the rear light housing. Could someone point me in a direction on where to start looking for the problem? Thanks so much.

Check the leads from the bulb failure module to see if you have power there.
