Dirt is the #1 enemy of the steering rack.

PS: During install, just remember to use some rubber material as cushion between pipewrench and the rack's end to prevent further chipping it.

I notice that your trans is also exposed. Get a piece of plastic/masking tape and tape the ends of the auto trans (I understand that you removed the axles for rebuild) to prevent dirt/debris/bugs from getting in. Even the slightest amount of dirt is the worst enemy of the auto trans.
I vacuum around it. Clean with paint thinner and placing ziploc next.
Will I use loctite or anti-seize when putting inner on rack, and outer on inner?

During install of tierod, a small dab of antiseize is fine.
These tierods will last another 100K.

Considering the age of the car, I don't think you will ever replace them again.
I might be wrong though.
2004 V70 2.5T 100K+
2005 XC90 2.5T 110K+

Replacing all at one time as you have suggested in your DIY. It is insightful.
Removing tie-rods in one piece leaves me without the count of # of counter-clockwise turns on outer-tie-rod. I will have to work with the measure of length to get closer to alignment now. Are there other indicators?

An exciting day to start putting it back together.
