99 S80 to 02 S80 Headlight Assembly Swap

Hey guys , need some expert opinion here. I recently bought a used 02 S80 with the whole front assembly missing, hood, bumper, radiator, headlights etc.
I have a non running 99 S80, which i will be using to replace the parts on the 02 ( Long story ). So far so good, Everything lined up perfectly.
One of the problems i'm having so far is that, on the headlights only the high beams work. I'm searching and searching to see if i left one of the connectors off, but nada.
Before i bought the 02 I did a parts search to see if they would match up, and from what I saw from the 99 to 2004 s80 carry the same parts.
Am I overlooking something obvious or are the 2 cars not compatible?

Have you compared wiring harnesses?

Guys I made a bone head mistake. I checked everything except the obvious.

Being the genius that I am , I never checked the bulbs
