What is this?

Can someone please tell me what is the flywheel looking thing here with the wire attached to it. The wire can be adjusted by turning the black knob. I hope you can see it. The round portion is next to the throttle body. I have a volvo s40, 2000.

Can you tell me what it is and why I shouldn't have touched it and adjusted it?

If I'm not mistaken thats the throttle cable going to the Throttle body. The cable controls the opening and closing of the valve inside to control the air intake.

Thanks for that. I dont know why I adjusted it but I did. I tried to start the car and the black pipe (the one that looks new) that is right next to the fuel pressure regulator just blew out of its hole. maybe too much pressure?

Looks like your throttle cable, which connects to that pulley and opens and closes your butterfly valve on your throttle body via your gas medal input. On older cars it is possible for the cable to stretch and slack to occur in the wire, which will dumb down your throttle response and possibly not allow your car to hit max throttle; hence the built in ability to allow adjustment. To tight and you will have a high idle, to loose and your "dead zone" in your pedal will increase, as well as the previously mentioned potential for a lower max throttle.

No slack, while allowing the valve to fully retract into the spring loaded closed position is the ideal situation in my mind.
