Well, I now know what the problem was, after taking it to the dealer. It was the Turbo Boost Solonoid Valve. $48 seemed OK for a part that is 2" long .75" wide and .75" high...until I saw the bill for the labor. They charged me 1.5 hours to replace. I know that included 2 test drives, one before - one after, and a computer read I'm sure...but come on! Hour and a half for a small part the clips onto the open easy to reach side of the airbox. And the service writer told me this was most likely the cause, so they didn't have to "look" for it. This is what gives the dealers a bad name!
Good news though...it's fixed and has even more power than before. Just wish I could have replaced the $50 part myself in 15 minutes.....

After a few weeks of driving, is your problem still fixed? I just purchased a used 2002 S60 2.4T AWD, and it is experiencing the same "surging" you described. I am taking it to the dealer on Monday, but I was just curious if your fix was holding up.

Yes. Ours has been great since the little part was replaced. Hopefully yours will be just as simple to fix. Keep us posted in case it's something different. I'm still trying to learn what I can as this our first turbo'd car.

Well, the dealer diagnosed to the "turbo boost control"... replaced it under warranty. Much better now. This car is a pleasure to drive. My only concern now is a speeding ticket.

I have a Volvo s70 which has been a pain in the ... for the last few weeks.
We experience surging above 50mphs when going a constant speed.
The car does a hesitation/surge off and on. Brought it to Volvo dealership and after they diagnosed it as a ETM software problem they sent us out the door. The next day...still surging. WHAT THE HECK?!
Went back today and they now say it is a Solenoid Valve or turbo control valve problem...only after a $120 diagnostic test for this round as well as $120 diagnostic for the prior visit. Should we trust them or not? Do you think it could be the Solenoid Valve or still an ETM problem.
If you think it is the Solenoid Valve, can you give me some directions on how to replace it myself and avoid paying the dealership another $130 in labor.

Well mine used to surge a bit at high speeds, like passing from 60 to 80 mph. You could feel the engine sort of straining, going, straining again, car was checked out and found normal. Most of them do this to a point. If the surge is pronounced, it's not normal
