1991 940SE Key inserts but will not turn.

1991 940SE Key inserts but will not turn. I ordered a new key, hoping that would work, but no luck. I am guessing I may have to replace the ignition barrel, but looking for anything else I should check first. Steering is not locked, (wheels will turn), tried slamming the tilt up and down. ??? George

The steering column lock may have broken. Still need to be able to turn the key to remove the lock cylinder. That is one fun lock cylinder to drill.
