1996 - 960 - Headlights won't work

As the title says, I have a 96 - 960, and cannot get the headlights to work, initially it was a blown fuse. It was the fuses in the interior compartment. Replaced that, and it worked for a bit, then the headlights and the parking/break lights when out.

Checked fuse, both were blown. Replaced both, as soon as I turned the ignition(car wasn't even running), it blow the headlight fuse right off. Tried 2 more fuses same thing.

Parking/break lights and everything else electrical works fine, it just blows the headlight fuse every time I turn the ignition.

Any thoughts/suggestions?

Have you thought of the rectangular headlamp relay on the relay panel? My low beams would randomly go out but the high beams would still work on my 1988 760. I replaced this same relay and I've had no more problems.

I had considered it, but wasn't sure how much they were.

Is that the panel under the hood?
