2000 s40 high idle

Hi, I have a problem with this vovlo since I bought it, first I was having problems with a long 5 or 6 seconds to start but I replaced the Fuel pressure regulator and that fix it, but since I bought it it came with a pinched hose, I thing is going to the turbo from the radiator or it runs from the top of the radiator, this hose is pinched with a screw clamp and is almost all the way blocked, if I lose the screw to much or lose to let air pass, it will idle high and then it keeps going up and down but high idling, so I keep it where it run smood, but I don't know what to do? any help will be appreciated.

does any body knows how to control or what controls the idle up or down?
