It's about 7" round rubber piece with a splined bushing in the middle.
Almost every single one of these now is starting to make noise, I think I've replaced about 20 of them
Part Number would help JRL.

Tnx all for the posts! As I don't drive the car everyday I will probably wait till a break in the weather over the weekend to investigate and repost. I can definitely do the refilling of fluid...that should be easy. No idea about the Lower steering column bushing. If I lift the rug I assume I can see the bushing and if it is rusty?? I'll have to look at my Haynes manual to read up on this
and if it is rusty see what I need to do to replace it. Funny though that the only started to act up with the cold weather so I'm thinking that it might have to do more with that, the fluid system, etc but by coincidence it could be the rusty bushing....

No you can't.
The bearing is small, in the middle buried under the rubber cover
Trust me, if it's original, it's history
You can try to grease it first

Jack stands - yeah, that would be a lot better for the PS pump/rack/tires.

Fluid is just standard Dexron-III ATF in all 1998-older Volvos.

I have had this issue on a couple of cold mornings. I simply let the engine heat up a bit before taking off. I have no leaks or any other tell tale signs of damage.

This was my error Monday morning, i.e. not taking time to warm it up a little. Hence the leak at both ends of the rack. Live and learn.

So you access this bearing from inside the car? What about the yoke near the rack? is that serviceable?

Mine is easy for a small amount and then gets hard to turn, then easy again. Not sure if that help diagnose.

That sounds like a pump going out.

If the fluid in the pump is dark and burnt smelling then renewing the fluid will help .
