Driver's Side Rear Seat Back
will not unlatch to fold it forward. 98 V70. How do I remove the seat back after removing the lower cushion?

You need to be able to fold the seat forward to remove the seat.
There is a pin and retaining clip at the bottom of the seat back located behind/under the removable side bolster. I believe the seat needs to be folded down to access this. There is a matching retaining system on the other side that you can take a look at.
To remove the clip you need to first slide it either forwards or backwards to release the catch and then upward. This will allow the pin to be released upwards by prying up on the bottom of the seat back.
The two sections of the rear seat backs are joined together in the middle through a mount. There is a pin that is attached to the passenger side seat back that goes through the mount and into a receiver on the the drivers side seat back.
